Moción en la Conferencia sobre los sucesos de Bagua

Los peruanos reunidos en COPERU ( Comité de peruanos del Reino Unido), como parte de la comunidad de peruanos en el exterior, expresamos nuestra solidaridad con los reclamos de los pueblos amazónicos del Perú.
Consideramos que la derogatoria de los decretos legislativos 1090 y 1064, producto de las protestas de los pueblos amazónicos, representa un reconocimiento de lo justo de los reclamos de los comunidades nativas y al mismo tiempo un retroceso de la intención gubernamental de privatizar la selva, algo claramente contrario a la voluntad de la mayoría de los peruanos.
Creemos que la violencia no es el mejor medio para resolver los conflictos y reclamos sociales, por ello condenamos el uso excesivo de la fuerza, tal como ocurrió el 5 de junio en Bagua, con el resultado trágico de indígenas y policías muertos.
Los organismos de derechos humanos como la Coordinadora Nacional de Derechos Humanos, la Federación Internacional de Derechos Humanos, y el relator especial de la Naciones Unidas para los pueblos indígenas, han insistido en la necesidad de iniciar una investigación exhaustiva para esclarecer los casos de nativos que han sido reportados como desaparecidos de acuerdo a numerosos testimonios recogidos.
Rechazamos la campaña mediática de querer presentar a los nativos como “salvajes” y
“primitivos”. La Amazonía, por su rica biodiversidad es una esperanza ecologica local y global, por lo tanto cualquier intento de privatizarla entregándola a las grandes transnacionales va en contra de su preservación. Los indígenas deben ser consultados sobre cualquier legislación que afecte la amazonía.
Durante miles de años los nativos de la selva ha aplicado su sabiduria ancestral para preservar la
selva logrando un equilibrio ecológico sólo interrumpido por la explotación indiscriminada de sus
recursos, como el caucho, el petróleo , la madera. Ahora se quiere transformar la selva en una fuente de biocombustibles.
Pedimos el cese de la persecución y criminalización de los dirigentes nativos y el pleno reconocimiento de las organizaciones representativas de los indígenas como por ejemplo AIDESEP. Se debe buscar el diálogo como único medio para resolver los reclamos de los pueblos originarios del Perú.
Es tiempo de escuchar la voz de los indígenas, que han permanecido marginados y silenciados durante siglos, y son lamentablemente todavía considerados hoy en día como ciudadanos de segunda clase.
Creemos en la necesidad de un modelo de desarrollo sostenido para nuestro país que ponga por delante el bienestar de las mayorias, pues el modelo privatizador va en contra de los intereses de los pueblos originarios del Perú y de la preservacion del medio ambiente.

Motion put before the British Parliament
Amazon Meeting
We, Peruvian members of COPERU (Committee of Peruvians in the UK), as members of the community of Peruvians living abroad, express our solidarity with the demands of the peoples of the Peruvian Amazon.
We consider that the repeal of the laws 1090 and 1064, due to the protests of the people of the Amazon, represents a recognition of the legitimacy of these demands of the native communities and at the same time a backing down of the government’s intention to privatise the jungle, something which is clearly against the wishes of the majority of Peruvians.
We believe that violence is not the best means to resolve the conflicts and social demands, therefore we condemn the excessive use of violence such as occurred in Bagua on 5th June, which resulted in the tragic deaths of indigenous people and police.
Human Rights Organisations such as the “Coordinadora Nacional de Derechos Humanos” the “Federacion Internacional de Derechos Humanos” and the Special Rapporteur of the United Nations for the Indigenous Peoples, have insisted on the need to start an investigation to clarify the cases of native peoples who have been reported to have disappeared according to local witnesses.
We do not recognise the media campaign which has portrayed the natives as “savages” and “primitives”. The Amazon, due to its rich biodiversity, is an ecological hope at both a local and a global level. Therefore any attempt to privatise it by making concessions to the big transnationals goes against its preservation. The Indigenous peoples must be consulted about any legislation which affects the Amazon region.
For thousands of years the natives of the jungle have used their ancestral knowledge to preserve it, achieving an ecological balance which has only been interrupted by the indiscriminate exploitation of its resources, such as rubber, oil and timber. Today there are plans to transform the jungle into a source of biofuels.
We would request the cessation of the persecution and the criminalization of the native leaders and the full recognition of the representative organizations of the indigenous peoples, such as AIDESEP. We believe that dialogue is the only way to resolve the demands of the aboriginal people of Peru.
It is time to listen to the voice of the indigenous peoples, who have remained marginalized and silenced for centuries, and regrettably are still considered today to be second class citizens.
We believe in the need for a new model of sustainable development for our country which will promote the wellbeing of the majority of the population, unlike the model of privatization which goes against the interests of the aboriginal population of Peru, and against the preservation of the environment.
